NewGround Law paves the way for Provast’s Tree House Development in Rotterdam

Tree House Rotterdam – Urban Development

The mixed-use Tree House development by Provast, located next to Rotterdam Central Station, comprises owner-occupied and rental apartments, as well as hospitality and retail spaces, offices, and cultural facilities. In late 2025, Provast reached an agreement with NLV on the sale of the office and residential rental components of Tree House, marking another important milestone in the project’s development.

Led by Anne-Marie Klijn, the NewGround Law team advised Provast on the development, the required permits and the associated legal proceedings. The team successfully navigated the legal challenges to the environmental permit, with the Dutch Council of State dismissing the appeals and thereby making the permit final and irrevocable. This important milestone cleared the way for construction to commence in September/October 2026.
